Coordination Works closely with project managers, Caritas Switzerland management (BiH & Head Office), project partner, grantees, contractors, service providers and donor reporting structures.

Organisational Background 
Caritas Switzerland has been active in Bosnia and Herzegovina since 1993. Its programme focuses on income and social 

inclusion, local economic and market systems development, climate and green energy transition, and support to migrants.  
Objective of the Role 
The Finance Manager ensures sound financial management, donor compliance, grant and contract administration, financial 

monitoring, reporting and internal control at Caritas Switzerland in BiH. The role covers project finance as well as general NGO administration. It requires strong experience with donor-funded projects, and practical knowledge of contract administration, procurement documentation, audit readiness and results-based financing mechanisms.  
Your Duties 
Key Responsibilities 
1. Financial Management, Budgeting and Reporting 

  • Manage project financial planning, budgeting, forecasting and monitoring expenditures. 
  • Monitor budget implementation, liquidity, commitments and financial risks. 
  • Prepare regular financial updates for Project Managers and Country Director. 
  • Prepare financial reports for progress reporting through budget analysis and supporting documentation. 
  • Ensure proper accounting, payments, invoicing and financial records in line with internal procedures, donor requirements and applicable local rules. 

2. Caritas Switzerland and Donor Compliance, Internal Control and Audit Readiness 

  • Ensure finance, procurement and contract administration comply Caritas Switzerland procedures. 
  • Maintain complete, structured and audit-ready finance. 
  • Follow up on audit findings, documentation gaps and corrective actions. 
  • Support financial due diligence, partner risk assessments and fraud prevention measures. 

3. Partner Budget Administration  

  • Review partners’ budgets, financial reports, supporting documentation and payment requests. 
  • Monitor expenditure against approved budgets, contracts, milestones and results-based financing mechanisms. 
  • Provide practical guidance to partner organizations on financial reporting, eligible costs, procurement documentation, disbursement conditions and donor compliance. 
  • Track financial risks and documentation gaps. 
  • Carry out other project specific finance, donor compliance, contract administration tasks within the agreed scope and capacity. 

Our requirements 
Qualifications and Experience 

  • University degree in finance, accounting, economics, business administration or a related field. 
  • Minimum 5 years of relevant experience in financial management of donor-funded projects or mandates. 
  • Strong experience in project budgeting, forecasting, international accounting standards, financial reporting, expenditure monitoring and audit preparation. 
  • Experience with grant administration, grantee financial monitoring, partner risk assessment, due diligence, contracting, disbursement proceduresand supporting documentation review. 
  • Experience with results-based financing mechanisms is a strong asset. 
  • Experience with procurement and contract administration in donor funded projects. 
  • Strong MS Excel skills and confidence in preparing financial reports, tables and analysis. 
  • Experience with Caritas Switzerland finance systems, including Abacus, is an asset. 

Required Skills and Competencies 

  • Strong financial judgement and attention to detail. 
  • Ability to present financial information clearly for management decisions. 
  • Strong planning, prioritisation and coordination skills. 
  • Good understanding of compliance, internal controls, relevant national legislation and audit requirements. 
  • Practical understanding of the link between finance, contracts, implementation progress and results. 
  • Ability to work constructively with project teams, partners, grantees, management and auditors. 
  • Proactive, reliable and solution-oriented approach. 

Language Requirements 
Excellent spoken and written Bosnian/Croatian/Serbian and English. 
Other Requirements 

  • Valid B driving licence. 
  • Knowledge of local labour, tax, income tax and VAT processes is an asset.
