 Communications and MEL Officer – Udruženje mreža za izgradnju mira


Democracy International (DI) is seeking to hire a Communications and MEL Officer for the recently awarded four-year USAID/BiH Support to Electoral Integrity (SEI) Activity. The activity seeks to improve the administration of elections, strengthen the capacity of the Central Election Commission (CEC), municipal election commissions (MECs), and polling station committees (PSCs) to oversee and conduct elections and strengthen civil oversight of elections. The activity is built around two objectives:

  • Civil oversight of elections strengthened.  

This is a full-time position based in Sarajevo, Bosnia, and Herzegovina (BiH). This position is open to BiH nationals. 
 

The Communications and MEL Officer will coordinate program communications, MEL, and election technology support. Communications will include facilitating and managing program communications, including collecting, recording, and analyzing M&E data, and maintaining the database. They will also manage the project’s overall learning agenda to derive lessons learned and best practices from project activities, including developing and coordinating Collaborating, Learning and Adapting (CLA) learning events; facilitating knowledge-sharing; and soliciting performance feedback. They will contribute to program design, evaluation, and reporting and provide technical assistance to the election institutions, partners, and stakeholders as needed.

 

Essential Job Duties:
 

The position’s responsibilities will include: 

Program Communications 

  • Develop key program messaging and ensure visibility on social and traditional media in close collaboration with the COP, DI’s HQ Communications team, and USAID’s Senior Communications Advisor. 
  • Monitor social media on election developments, draft messages, and place them on relevant social media (in line with internal approval procedures and processes).  
  • Coordinate all program communications with internal and external stakeholders. 
  • Facilitate all communication for/at the election working groups. 

Monitoring, Evaluation and Learning (MEL) 

  • Provide effective, accurate, and timely monitoring, evaluation, and reporting.  
  • Monitor the program activities, ensuring that information is captured and integrated into program reporting to continuously improve the quality of interventions and outcomes. 
  • Lead monitoring and evaluation processes and conduct data collection, validation, analysis, and quality control for the program. 
  • Develop and coordinate CLA learning events, facilitate knowledge-sharing, and solicit performance feedback. 
  • Review the activities of other implementers to identify synergistic interventions and develop a learning approach to determine how to best build on those synergies. 
  • Be responsible for documenting and disseminating program successes and challenges. 
  • Be responsible for designing and conducting operations research, polling, and survey questions, etc. 
  • Support the preparation of deliverables such as work plans, MEL plans, and reports; and  
  • Oversee and support partners’ MEL outputs. 

Qualifications: 

  • master’s degree (or higher) and 5 years relevant work experience, or relevant work experience of 7 years instead of an advanced degree. 
  • Experience in election-related communications, monitoring, and evaluation.   
  • Demonstrated skills in communications, planning, and MEL. 
  • Demonstrated expertise in election management, election observation, civic engagement, or other relevant topics. 
  • Proven expertise in quantitative and qualitative methodologies, operations research, governance management information systems, reporting, data quality assessments, data analysis and presentation, and setting up and managing MEL systems that track performance as per the objectives set forth.  
  • Strong interpersonal skills to effectively coordinate with a wide range of stakeholders and team members.  
  • Professional fluency in English (both spoken and written) is required. 
  • Excellent computer skills.
  • This position is open to BIH citizens only.
     

Reporting: 

  • This position reports to the Chief of Party.
