UNDP’s SDG Governance and Policy Portfolio within the Good Governance Sector is created to help advance sustainable governance and development in Bosnia and Herzegovina (BiH) by tackling the most pressing development challenges for the country. It focuses on three priorities for BiH, in line with objectives set by Framework for Sustainable Development Goals in BIH (SDG Framework in BIH), the UN Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 and the needs identified in the field.

The position is envisaged within the “Translating the SDG Framework in Bosnia and Herzegovina into sustainable and inclusive growth” (SDG2BIH) Programme that is supported by Sweden and implemented by UNDP in Bosnia and Herzegovina (BIH).

The overall objective of the Programme is to contribute to accelerated achievement of SDGs in BIH by supporting governance systems and private sector engagement towards green and inclusive growth. The Programme is thus expected to support the authorities in BIH in their efforts to advance their progress towards the achievement of sustainable development targets defined in the SDG Framework in BIH. The Programme is organized around two mutually reinforcing outcomes:

  • Outcome 1: Authorities at state, entity and Brčko District BIH levels effectively work on planning, implementing, monitoring, and reporting on the SDG Framework in BIH and foster development partnerships.
  • Outcome 2: Cantonal and local governments actively contribute to implementation of the SDG Framework in BIH.

Using the SDG Framework in BIH as a reference point, the Programme will support the public sector capabilities to translate the priorities into a set of long- and short-term planning and policy documents that lay-out its implementation and enable connectivity with the public budgets. Further, the Programme will support institutional partners to translate the select development accelerators into concrete action, including in the area of care economy and circular economy, while also leveraging partnership with private sector and civil society.

Having in mind the integrated nature of the SDGs, adequate institutional arrangements will be put in place, involving governments at different levels, and providing support and strengthening the newly established SDG Council to coordinate cross-ministerial and cross-governmental activities. On the other hand, the Programme will work with relevant governance structures to boost their capacities and systems towards coherent SDG-based programming, financing, implementation, monitoring and reporting. This will include piloting SDG localization at the local and cantonal level in the country, thus strengthening vertical alignment and creating practices and results to be further scaled-up across the governance systems.

Duties and Responsibilities

Under the direct supervision of the Project Manager, the E-Services Design Analyst will be expected to perform the following tasks

  • Provision of strategic guidance and expert advice in the people-centred design and setting in function of e-services for  Republika Srpska, Federation of BiH and ePortal of Kanton Sarajevo;
  • Ensure technical support and guidance in the overall improvement and modernisation of the relevant public ICT infrastructure to enable e-government and e-services (Grant Scheme -ePortals for Republika Srpska, Federation of BiH and ePortals  and Kanton Sarajevo);
  • Support advancement of institutional capacities for sustainable use of e-services (Grant Scheme -ePortals for Republika Srpska, Federation of BiH and ePortal of Kanton Sarajevo);
  • Support knowledge sharing, exchange of experiences and partnership among partners and gender equality mainstreaming (Republika Srpska, Federation of BiH and ePortal of  Kanton Sarajevo).

Provision of strategic guidance and expert advice in the people-centred design and setting in function of e-services for  Republika Srpska, Federation of BiH and Kanton Sarajevo:

  • Coordinates and supports the Project efforts related to identification and inclusive and iterative design of priority e-services as e-service building blocks, keeping a “whole-of-government” perspective for Federation of BiH, Republica Srpska;
  • Ensures that the “people first” principle is applied in the design and setting in function of  e-services;
  • Experiments and suggests the introduction of horizon technology in new e-services (e.g. Artificial Intelligence, Big Data, machine learning, etc.);
  • Contributes to the policy and regulatory efforts of the Project, form viewpoint of offering quality technical advice and expertise in the area of e-services;
  • Actively engages with institutional partners and other relevant stakeholders in the area of e-services to ensure their active participation in Project activities, transfer and anchoring of good practices towards digital transformation in the public sector;
  • Keeps abreast of relevant trends, practices and experiences related to e-governance and e-services in the region, the European Union and globally;
  • Stays abreast of relevant international and domestic initiatives related to e-governance and e-services, ensuring cooperation and synergies, which add value and maximize the Project results;
  • Monitors and assess the effectiveness of the e-service delivery launched or catalyzed by the Project;
  • Contributes to the overall Project planning, monitoring, reporting;
  • Engages and contributes to UNDP’s efforts in the area of good governance.

Ensure technical support and guidance in the overall improvement and modernisation of the relevant public ICT infrastructure to enable e-government and e-services (Grant Scheme -ePortals for Republika Srpska, Federation of BiH and ePortal  Kanton Sarajevo):

  • Leads the Project efforts in relation to the systemic enhancement and modernization of information systems and data governance supported by the Project;
  • Offers future-looking, relevant and sustainable technical solutions and investments in ICT infrastructure and systems;
  • Provides quality technical support and guidance to authorities and the Project team in the process of prioritization and deployment of ICT infrastructure, in line with the broader e-government vision, enabling interoperable e-services;
  • Supervises and guides the work of experts/consultants engaged to support e-services work packages; 
  • Facilitate and support “sandbox experimentation” in the area of e-services design that invites open innovation in the public sector, leveraging technology, data and human knowledge to contribute to more inclusive and transparent public services;
  • Ensures technical coordination and synergies with planned e-services activities of other international community partners;
  • Captures and promotes the lessons learnt among the Project, UNDP, institutional partners and other stakeholders as relevant;
  • Contributes systemically to promotion and wide reach out of the Project achievements and results, as well as in the preparation of public awareness raising campaigns to bring e-services closer to citizens and governments.

Support advancement of institutional capacities for sustainable use of e-services (Grant Scheme -ePortals for Republika Srpska, Federation of BiH and ePortal Kanton Sarajevo):

  • Offers technical support and advice in design and delivery of capacity development support to institutional partners – from viewpoint of effective functioning of the e-services;
  • Facilitates cross-institutional interaction in the process of discussion and agreement on the standards and benchmarks in public e-services;
  • Provides expert support and technical inputs to the Interoperability cross-institutional working group; 
  • Contributes to the Project strategy and measures related to overall advancement of the e-government institutional framework and capabilities;
  • Contributes to the knowledge-sharing within the Digital Transformation Practitioners’ Network and relevant events focused on peer learning and exchange of best practices;
  • Supports the affirmation of the Digital Transformers in the Public Sector Awards launched by the Project;
  • Ensure information-sharing and replicability of learning products from the Project in the wider UNDP programme, as relevant;
  • Ensure learning and exchange of best practices, including experience and knowledge – sharing across wider UNDP programme, particularly with the digital economy portfolio.

Effective knowledge management and gender equality in e-services (Republika Srpska, Federation of BiH, ePortal Kanton Sarajevo): 

  • Writes blogs and promotes the Project achievements and approaches in the area of inclusive and people-centred e-services in the country, regional and internationally;
  • Ensures that gender equality and inclusion are mainstreamed within new e-services;
  • Liaises with e-government and e-services practitioners from the region and globally, facilitating knowledge exchange with Bosnia and Herzegovina;
  • Supports exchange of ideas and replication of approaches within UNDP – particularly in the governance portfolio, as well as serves as a knowledge focal point in the area of e-services for UNDP;
  • Supports the codification and sharing of knowledge products developed within the Project with the wider UNDP team for future use and reference.

 The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

The incumbent will report to Project Manager, as part of the UNDP Good Governance Sector

    • Capacity to translate efficiently users needs in IT requirements around human-centred design principles. 
    • Knowledge of Oracle UNDP | People for 2030 – Competency Framework – Technical Competencies (2024) Cloud, ServiceNow, SalesForce.com, and Microsoft product an asset.
  • IT Quality management:
    • Ability to manage quality of IT services. ISO 9001, 20000. 
    • Certification in ITIL desirable
  • Programming:
    • Knowledge in programming concept, developing software program and management of application lifecycle. Knowledge of Oracle VCBS, Microsoft toolsand equivalent an asset.
  • IT Project Management:
    • Capacity to manage ICT projects, using IT methodologies and approaches such as agile deployment and/or waterfall system development methods. PMP and PRINCE2 certification or equivalent desirable 
       

Required Skills and Experience

Education:

  • Master degree  in Electric Engineering, ICT, Computer Science, or other relevant field is required; 
  • Bachelor’s degree in the areas stated above, in combination with additional two years of qualifying work experience will be given due consideration in lieu of the master`s degree

Experience:

  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. 
  • Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in implementing ICT systems.

Required Skills:

  • Experience in working with different stakeholders, such as the government institutions, civil society organizations, private sector, etc;
  • Familiarity and experience in working on the Sustainable Development Goals;
  • Proven experience in the area of digital transformation, e-governance and e-services in Bosnia and Herzegovina and the wider Western Balkan region;
  • Proven experience in implementation/development  of ICT systems;
  • Proven tracked record of excellent communication skills, including the ability to convey complex concepts and recommendations, both orally and in writing, in a clear and persuasive style tailored to match different audiences; 
  • Proven track records of treating  all people fairly without favouritism;
  • Demonstrated experience and understand the language associated with gender, equity, inclusion, and diversity.

Desired Skills:

  • Prior UN experience would be an asset; 
  • Familiarity with UN system and UNDP rules and procedures is an advantage.

Languages:

  • Fluency in English and the national languages in Bosnia and Herzegovina (Bosnian/Croatian/Serbian) is required
