Project Summary:

The USAID Local Governance Assistance Activity (LGAA) purpose is to strengthen the performance of selected local governance units (LGUs) through multi-year technical assistance and capacity development to better plan for, manage, and improve quality of LGU service delivery, promote sustainable local development, and increase transparency and accountability to citizens and businesses, contributing to USAID/ Bosnia and Herzegovina (BiH)’s Country Development Cooperation Strategy’s integrated Development Objectives: 1) Accountability to Citizens of Government Strengthened and 2) Socio-Economic Conditions Improved. LGAA’s assistance will help provide citizens and businesses meaningful roles in strengthening local governance, putting idle municipal land and real property to productive use, increasing investment in sustainable local development, and improving vertical accountability to prevent elected officials from maintaining power through patronage and engaging in malfeasance with impunity.

**Please note: Only Bosnia and Herzegovina citizens are eligible for this position.**

Position Summary:

The Gender and Social Inclusion (GESI) and Participatory Governance (PG) Expert will provide analytical and programmatic guidance to the project team to promote participatory processes and an equitable impact of all LGAA undertakings. This position will assume a lead role in articulating and advocating the strategic importance of fostering the inclusive participation of a broad diversity of citizens, including women, youth, and marginalized groups, in local governance processes within target municipalities. The Expert will collaborate with colleagues and partners to develop strategies to increase and enhance public participation within all LGAA components. The Expert will provide technical assistance, guidance, and support to LGAA colleagues, partners, and participants to design and implement interventions that engender broad public interest and involvement. 

Responsibilities:

  • Provide technical input, oversight, and guidance to the project team and partners to ensure activity design, development, and implementation include women, youth, and other underrepresented groups as full and equal participants.
  • Provide instruction, guidance, coaching to project staff, partners, and counterparts to increase gender sensitivity and practices of inclusion and equality in all aspects of the project.
  • Manage the LGAA team in monitoring and reporting on the implementation of LGAA’s Protocol for Inclusion (PFI), which outlines guidelines for ensuring the integration of gender and social inclusion approaches into interventions for improving service delivery, economic development, and community engagement.
  • Guide the integration of gender, inclusion, and participatory approaches into LGAA interventions for improving service delivery and regulatory reform.
  • Collaborate with colleagues to design and implement activities to provide working age youth with local opportunities for leadership, civic involvement, entrepreneurship, and community engagement in target municipalities.
  • Assist LGUs to introduce or strengthen citizen feedback mechanisms to provide LGU officials and service providers regular input from citizens, including women, youth, and underrepresented groups.
  • Assist LGUs to design and implement effective outreach strategies to increase involvement among business leaders, including women, youth, and minority groups, in the locality and in the diaspora in economic development initiatives.
  • Coordinate the project in outreach and liaison with government and nongovernment counterparts and partners working to promote gender and social equality to ensure local stakeholders’ input, participation, and support of public participation in local government processes.
  • Monitor project activities and outputs continuously against work plan timeline and deliverables.
  • Contribute to data collection and analysis to inform project monitoring and evaluation processes, ensuring data disaggregation and gender- and inclusion-sensitive analysis of project outcomes.
  • Contribute to LGAA work plans, quarterly and annual reports, learning and knowledge capture, briefings, updates, presentations, and other products to meet project, MSI or USAID reporting and communications requirements and requests.
  • Provide technical input on the financial and operational requirements of the project, including the design and management of the budget as it relates to technical implementation.
  • Contribute to and participate in other activities of the project as needed to ensure the project is gender sensitive and socially inclusive.

Qualifications:

  • Bachelor’s degree in social or political science, public administration, law, international relations, civic engagement, or a related field is required.
  • Minimum five years of experience in Gender and Social Inclusion (GESI), service delivery, private sector engagement, and/or civil society mobilization is required.
  • Experience in designing and implementing outreach and activities targeting difficult-to-reach audiences, bringing together individuals from diverse backgrounds, facilitating open dialogue and interaction through events, discussion sessions, community initiatives is required.
  • Experience managing work streams of similar size and scope is required.
  • Experience navigating complex and high-pressure operating environments is required.
  • Experience engaging in multi-stakeholder dialogue, including sustaining partnerships and strong working relationships with donors, host country government counterparts, academic institutions, civil society, and the private sector is required.
  • Experience working on USAID/USG or other donor-funded project experience is preferred.
  • Familiarity with GESI, advocacy, community engagement, service delivery, and policy and governance reform in Bosnia and Herzegovina is required.
  • Ability to think strategically and communicate vision to partners and colleagues is required.
  • Strong oral and written communication and managerial skills is required.
  • Fluency in written and spoken Bosnian-Croatian-Serbian (BCS) and English is required.
