Vacancy Notice – Finance and Administration Assistant

The National Center for State Courts – Office in Bosnia and Herzegovina (NCSC) is seeking applications from qualified candidates for the below positions to support implementation of the JUST-ED (Strengthening Justice Sector by Improving Educational System in BiH) Program, funded by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL). The JUST-ED Program in Bosnia and Herzegovina (BiH) is a grant program to strengthen clinical-based education at partner public law faculties in BiH. The program performance period is until December 31, 2024.

The program improves the practical legal skills of law students through the delivery of multiple practice-oriented educational courses, in cooperation with justice sector institutions and legal practitioners

NCSC is seeking to fill the following position: (1) Finance and Administration Assistant. Persons interested in applying for the position are encouraged to submit an application consisting of a brief cover letter (motivational letter) and resume to NCSC. A candidate’s application should be submitted in the English language.

Qualified applicants may be invited to participate in an interview stage conducted by NCSC personnel. Interviews will be conducted in the English language at the NCSC premises in Sarajevo or alternatively online. Only successful applicants will be contacted for an interview.

NCSC anticipates engaging staff as soon as end of September or beginning of October 2024. Duration of working contract will be fixed term: until the end of December 2024 (end of JUST-ED Program). Terms of Reference

Duties and Responsibilities
The position will work under direct supervision of Finance, Administration & Procurement Director (FA&PD) and will report to the Country Director. The Finance & Administration Assistant will be responsible to assist FA&PD for all financial aspects for the JUST-ED project, including funds disbursement, expenditure reporting, accounts payable, payroll and benefits functions. The Finance & Administration Assistant will assist FA&PD in ensuring integrity, fairness, and openness in administrative and procurement processes as well as adherence to policies, procedures, and controls. The Finance & Administration Assistant will assist NCSC field office staff in implementation of project activities as described in this ToR.

Responsibilities include, but are not limited to:

Finance

  • Manage the petty cash fund including payments, advances, preparing regular petty cash
  • reconciliations and preparing requests to replenish the fund under the supervision of FA&PD;
  • Manage and report petty cash according to policies and procedures;
  • Ensure timely bank payments to staff, vendors and consultants in compliance with NCSC, donor
  • regulations and the legal requirements;
  • Assist Finance Manager in preparation of monthly financial reports such as photocopy/scan administrative and financial documents under FA&PD supervision;
  • Assist in preparation of VAT refunds for all NCSC BiH projects on a monthly basis;
  • Administration
  • Assist in coordination of logistics of project office and project-related activities, including events, transportation, communications, large-scale printing or translation, and other administrative issues;
  • Assist in coordination of logistics for experts, including lodging, in-country transportation,
  • communications, and other administrative issues;
  • Administer office correspondence and postage;
  • Procurement
  • Request quotes from vendors to procure goods and services, as applicable;
  • Assist in preparation of inventory list and fixed asset;
  • Ensure a sufficient office and cleaning supplies;
  • Assist in coordination of supplies for project, workshops and trainings.
  • Program/Web Outreach
  • Coordinate development and web posting of blog entries, news items, and success stories.
  • Coordinate and implement use of social media for program visibility and communications and awareness activities;
  • Assist in collection and processing of survey data;
  • Write summaries/minutes of meetings and events, when applicable;
  • Assist in preparing and printing of event materials;
  • Other duties as assigned.

Position Qualifications (Preferred)

  • High school diploma. University degree in financial or business management, accounting, or
    related field will be considered an advantage.
  • Minimum 3-year work experience, as financial/administrative assistant or similar position,
    preferably working on donor-funded projects in a civil society organization or comparable
    experience.
  • Good knowledge of accounting systems, bookkeeping, and financial operations.
  • Good knowledge of office administration and logistics.
  • Ability to work as part of a team to achieve complex results under strict deadlines.
  • Strong organizational skills, rigorous attention to detail.
  • Strong communication skills. Professional experience with social media will be considered an
    advantage.
  • Commitment to ethics, transparency, and accountability in program implementation. (Word, Excel, internet navigation, etc.)
  • Excellent spoken and written English and Bosnian/Croatian/Serbian languages.
